The Choucha camp is closing. The UNHCR will apparently not renew the contracts of the camp workers, some of which are ending in November (for instance in the kitchens). It was announced to rejected refugees that, according from the end of Novembre, they will not have access to the camp services anymore (food, electricity, medical care…). IOM returns should also take end in November. In the mean time, some refugees are organizing a sit-in at the camp entrance. They refuse local integration in Tunisia as offered to people registered after the end of the resettlement program.

Le camp de Choucha est en train de fermer, le HCR ne renouvellera pas les contrats des travailleurs du camp dont certains se terminent au mois de novembre (notamment aux cuisines), et a annoncé aux réfugiés non statutaires qu’ils n’auraient plus droit à rien (nourriture, électricité, assistance en tout genre) à partir de fin novembre. Les retours OIM se termineraient aussi à la même date. Des réfugiés organisent un sit-in à l’entrée du camp, notamment pour refuser la proposition de projets d’integration locale en Tunisie pour les réfugiés enregistrés après la fin du programme de réinstallation. Cela car ils considèrent que la Tunisie n’est pas à même de les traiter à égalité avec le reste des citoyens. Ces positions font suite à plusieurs actes racistes et abus des réfugiés partis travailler dans la ville de Ben Guardane.

Vergessen in der Wüste

Ein Bericht über Flüchtlingslager Shousha von Sabine Schmidtke

Im Rahmen des Projekts boats4people hat eine internationale Delegation  bestehend aus 11 Personen aus 9 verschiedenen Ländern am 11.7.2012 das Flüchtlingslager Shousha in Tunesien wenige Kilometer vor der libyschen Grenze besucht. Unter den TeilnehmerInnen befand sich auch eine Vertreterin von borderline-europe, Menschenrechte ohne Grenzen e.V.

Am 03.09.2012 werden 195 Flüchtlinge aus dem Lager Choucha (Tunesien) im Rahmen des UNHCR-Resettlement-Programms nach Deutschland ausgeflogen. 6 weitere Flüchtlinge werden aus medizinischen Gründen mit aufgenommen. Sie alle hatten 18 Monate in dem Wüstenlager ausharren müssen. Der Dänische Flüchtlingsrat hatte in Vorbereitung Deutschkurse organisiert, die IOM kulturelle Orientierungskurse. Das gab der UNHCR am 31.08.2012 bekannt. Derzeit sind noch 2.211 Flüchtlinge in dem Lager. 1.320 von ihnen warten auf den Abflug per Resettlement-Programm. 635 warten auf eine Resettlement-Entscheidung. Für die übrigen 250 Flüchtlinge sollte eine „lokale Lösung“ gefunden werden, so der UNHCR.

14.7.12: Presseerklärung zum Camp Choucha an der tunesisch-libyschen Grenze

Etwa 3000 MigrantInnen und Flüchtlinge, die 2011 vor dem Krieg in Libyen flohen, leben noch immer unter unmenschlichen Bedingungen im Flüchtlingslager Choucha (Tunesien) nahe der libyschen Grenze. Die meisten kommen aus Afrika südlich der Sahara, aber es gibt auch einige aus Bangladesch, Pakistan, Palästina und Irak.

Einige im Camp wurden als Flüchtlinge anerkannt und warten auf Resettlement (Umsiedlung). Ein weiterer Teil wartet auf die Entscheidung des UNHCR darüber. Einigen hundert wird jeglicher Status verweigert, weil ihre Verfahren nicht korrekt abgelaufen sind und sie keine Anwälte und keine guten Übersetzer hatten.

Für eine große Zahl von Neuankömmlingen, darunter viele auf See zurückgeschobene Bootsflüchtlinge, wurden keine Verfahren eröffnet.

Denjenigen, die nicht als Flüchtlinge anerkannt wurden, wird durch den UNHCR und das Militär damit gedroht, dass sie wieder nach Libyen oder ihre Herkunftsländer geschickt werden, ohne Rücksicht auf ihre vielfältigen Probleme dort. Wenn sie nicht gehen, können sie jederzeit verhaftet und eingesperrt werden.

Alle Menschen im Lager, darunter kleine Kinder, leiden in dieser Wüste bei Temperaturen von mehr als 40°C am Tag und häufigen Sandstürmen. Nur einige Beispiele für die Lebensbedingungen in diesem Lager:

• Es wird nicht genügend Trinkwasser ausgegeben (nur eine Flasche pro Tag).
• Es gibt keine Duschen und nur kaputte Toiletten, ohne jegliche Intimsphäre, was besonders schlimm ist für die Frauen.
• Im Lager gibt es Schlangen, Skorpione, Mücken und Ratten und die Menschen können sich nicht dagegen schützen.
• Das Essen hat eine sehr schlechte Qualität, es gibt weder Fleisch noch Gemüse und die Menge reicht nicht aus.
• Die Menschen erhalten kein Geld und keine Bekleidung.
• Die medizinische Versorgung ist sehr schlecht und niemand kümmert sich um die durch Folter und Krieg in Libyen oder den Herkunftsländern traumatisierten Menschen.

Das Militär kontrolliert das Lager und lässt keine Besucher zu ohne offizielle Erlaubnis des Verteidigungsministeriums. Die MigrantInnen können sich nicht einmal in Tunesien frei bewegen ohne die Verhaftung zu riskieren. Die meisten Leute, darunter auch kleine Kinder, sind seit mehr als 18 Monaten im Lager Choucha. Einige versuchten, nach Libyen zurück zu gehen, aber wurden dort verhaftet und gefoltert. Einige Leute waren so verzweifelt, dass sie versuchten, per Boot nach Europa zu kommen, wurden aber zurückgeschoben oder starben im Meer.

In den letzten Monaten hat es selbst organisierte Proteste gegeben unter dem Namen “Voice of Choucha“. Die MigrantInnen haben die folgenden Forderungen:

– Neubegutachtung der Verfahren der abgelehnten Asylsuchenden

– Schnellere Verfahren und Resettlement-Plätze für mehr Leute

– Humane Behandlung und Lebensbedingungen, was nicht möglich ist in einem Lager wie Choucha

– Bewegungsfreiheit innerhalb und außerhalb Tunesiens

– Gleiche Rechte für alle, ohne Diskriminierung

Leute, die an Protesten teilnahmen, wurden durch den UNHCR und das Militär bedroht und die Menschen haben Angst, besonders weil einige MigrantInnen von Soldaten im Mai 2011 geschlagen und umgebracht wurden. Boats4People und der Workshop „MigrantInnenrechte“ des Forums in Monastir unterstützen ihren Kampf und fordern von den EU-Regierungen eine Öffnung der Grenzen für die MigrantInnen und Flüchtlinge aus Choucha und anderswo! Es muss sofort eine humane Lösung für alle gefunden werden zusammen mit dem UNHCR und der tunesischen Regierung!

Dies ist ein sehr dringender Fall und es muss sofort gehandelt werden!

Choucha – Monastir 11.-13.07.2012

On the 11th of July 2012, a delegation of eleven activists from nine African and European countries went to the refugee camp of Choucha at the Tunisian/Libyan border. We wanted to invite eight representatives of different communities to Monastir, where a Forum is going on to prepare the World Social Forum, which will take place in Tunisia in 2013.
Our delegation was prevented by the military to enter the camp and we got to know that the UNHCR had called the Tunisian Ministry of Defense to do so. It was announced in the media, that visits to the camp are only possible with an official permission of this ministry. We explained to the soldiers that we wanted to talk to refugees officially invited some weeks ago by the Forum to come to Monastir and to arrange their transport. We were asked to give them the names of these refugees, but we refused and called them on our own. We could meet the refugees under the trees in front of the camp, but some of those who were invited, could not go to Monastir because of appointments with the UNHCR or dared not to go because of fear to be punished, others could not be reached by phone. After some discussions, eight people decided to go and represent the refugees of Choucha in Monastir: two women and one man from Ethopia, men from Chad, Sudan, Darfur, Somalia and Bangladesh, almost all of them rejected asylum seekers. Together with some of them, we wrote a press release about the actual situtation in Choucha, the struggles and the demands of the refugees (see attachment). On the way and during the Forum, the refugees told us their stories and about the unbearable conditions in the camp. They asked us urgently to support them in order to find a human solution for all of them, because they cannot stand it in this camp any more.
Together with the refugees, who had to return to Choucha today, we call on all of you to think about ways to put pressure on the governments of European states, to open their borders and, in cooperation with the UNCHR and the Tunisian government,  give protection, rights and human living conditions to all refugees and migrants. Camps like Choucha have to be closed down and freedom of movement must be a human right for everybody!

– 9 Eritrean victims of the 1st July 2009 push-backs from Italy to Libya signed procuration letters to allow C. to represent them in a trial against the Italian state for compensation.

– The soldier that „asked“ the delegation to go out from the camp said that the decisional power is owned by IOM while the army has only the role of avoiding the entrance in the camp of unauthorized people.

– Everybody complained about the living conditions in the camp, especially for those that arrived in November/December and have not been registered yet, thus have no access to any food.

– A unaccompanied 16 years old guy from Bangladesh, victim of several push-backs, is in the camp and we should understand if we can do something about this.

– We went to Choucha today with our delegation, which is now 11 people. Although we came in 3 taxis and not at the same time, people working in the camp and military saw us and later talked to us, when we met with refugees we had called. After some polite discussion they said we are not allowed to go into the camp. Later we heard that the UNHCR had called the Ministry of Defense and they gave this order: no visits to Choucha without permission of the military. We said we only want to speak with refugees invited to the Forum in Monastir, and when the military wanted the names to bring them to us, we refused – we called them on our own!!! Nevertheless we could make a meeting outside the camp. Unfortunately only 3 of the refugees on the list of N. can/want to go to Monastir. Some have fear, some have other plans and two have resettlement to the USA on the 16th. So we discussed who else could come as representatives of the different countries and communities, and we have 8 persons now, among them 2 women. They all will get an invitation (N. sent it) and we will pick them up tomorrow at 11 at the camp with a small bus, organised by one of the refugees. Then we take collective taxis to Monastir.
