In the last decade, €896 million of public funding was channeled through 1,000 contracts to 350 companies involved in the Spanish migration control industry. These companies both run the machinery, and profit from it. How these companies use and exploit the industry will have long-term effects on any sensible, global migration policy.

Explaining the migration control industry

It is extremely difficult to track the total amount spent by the EU on the migration control industry. In 2016, we estimated that at least €17 billion had been spent on border control in the previous two years. But the industry is much broader than that. In Spain, money is spent on four areas:

As in thousands of towns and villages across Spain, the inhabitants of the sleepy Andalusian pueblo of Archidona cheered and clapped as they greeted the three kings in the annual Epiphany procession, while helpers on the kings’ elaborately designed floats threw out handful after handful of boiled sweets to the watching crowds, and Christmas carols boomed out overhead.

But just a few kilometres away from Archidona’s maze of narrow paved streets and beautiful eight-sided, 17th-century town hall square, an as-yet unopened prison, acting as a temporary holding centre for hundreds of migrants, is currently providing a much bleaker welcome for some other, less willing, visitors to the town.

Mehr als 200 afrikanische Migranten haben in Marokko die Sperranlage rund um die spanische Exklave Melilla überwunden.

Die Vertretung der spanischen Regierung teilte mit, 209 Flüchtlinge seien über den sechs Meter hohen Doppelzaun geklettert. Ein Polizeibeamter und vier Migranten seien bei der Aktion verletzt worden. Man habe die Flüchtlinge in ein Haftzentrum gebracht. Melilla ist – ebenso wie das nahe gelegene Ceuta – eine spanische Exklave an der nordafrikanischen Küste. Regelmäßig versuchen afrikanische Flüchtlinge, dort auf EU-Territorium zu gelangen.

Un groupe de harraga algériens composé de 40 personnes a été débarqué, hier matin, au port d’Oran en provenance d’Alicante, dans le cadre d’une procédure d’expulsion lancée par les autorités espagnoles qui devra, à terme, concerner plusieurs centaines de migrants clandestins algériens. Les quarante ressortissants algériens rapatriés ont été entendus par les services de la police des frontières du port d’Oran avant que leurs dossiers ne soient transférés aux autorités judiciaires pour immigration clandestine.

The number of refugees and migrants arriving in Europe by boat declined in 2017, as did the number of people dying en route.

Some 119,000 people took boats to Italy from North Africa last year, compared to 181,000 a year earlier, after controversial Italian deals in Libya caused boat numbers to drop rapidly over the summer.

Suddenly, out of nowhere, a Moroccan man lurches into Amy’s Restaurant and lunges across the tables, swinging a firm blow at this reporter’s side, shouting as he does so: “Sympathisant de nègre”. The phrase needs little translation.

La police espagnole a annoncé, hier vendredi, l’ouverture d’une enquête sur la mort d’un Algérien dans une prison où des centaines de migrants arrivés par la mer avaient été provisoirement placés fin novembre contre l’avis des ONG locales.

A l’horizon, le ciel est noir. L’orage de la veille s’éloigne. Dans le petit port, des pêcheurs réparent les filets. « Des jeunes qui partent ? Il y en a plein, dit en plaisantant un homme coiffé d’un bonnet en laine. Ils cachent leur matériel dans le port et viennent le chercher au dernier moment. » Kristel, 3 000 habitants, n’est qu’à une vingtaine de kilomètres d’Oran. C’est l’un des principaux points de départ des harragas (« ceux qui brûlent les frontières ») de la région. En 2017, le nombre d’Algériens arrêtés par l’armée alors qu’ils tentaient de rejoindre l’Europe par la mer a été multiplié par trois par rapport à 2016, pour frôler le seuil de 5000 personnes.

Cada vez que tiene lugar un intento de salto en las vallas de Ceuta y Melilla, quienes no logran su objetivo de permanecer en España son trasladadas por la policía marroquí a diferentes ciudades alauíes. Los alejan de la frontera española. En Casablanca, cerca de la estación  Ouled Ziane, se ha levantado un campamento de migrantes donde malviven alrededor de 2.000 hombres subsaharianos, la mayoría tras ser devueltos a las puertas de Europa. Es el llamado „pequeño Calais“ de Marruecos.

In „Ebbing und Flowing: The EU’s Shifting Practices of (Non-)Assistance and Bordering in a Time of Crisis“ werden das Recht sowie die Entwicklung wechselnder Praktiken der Seenotrettung im Mittelmeer thematisiert. Fälle unterlassener Hilfeleistung erreichten vermehrt die Öffentlichkeit. Die Umsetzung des Grenzregimes der EU führe bis hin zur Provokation von tödlichen Unfällen durch die Akteur_innen der Rettung.
