Nur scheinbare Normalität auf Lesbos

Auf den griechischen Ägäisinseln hat der Migrationsdruck nachgelassen. Doch schafft der Pakt mit der Türkei unhaltbare Zustände.

Der Ausnahmezustand in Mytilene ist beendet. Im putzigen Hafen der Inselhauptstadt von Lesbos, wo vor kurzem noch Hunderte von Flüchtlingen in langen Kolonnen für Fähren-Tickets nach Piräus anstanden oder vor ihren Zelten Feuer gegen die Kälte entfachten, nimmt das Leben wieder seinen gewohnten Lauf. Einheimische sitzen in Cafés, eine ausländische Wandergruppe marschiert gutgelaunt und zielstrebig der Hafenpromenade entlang.

Gleichwohl sind die Spuren der Flüchtlingskrise, die Lesbos wegen seiner Nähe zum türkischen Festland mit voller Wucht traf, allgegenwärtig. Flankiert von der «Protector», einem Patrouillenboot der britischen Küstenwache, ankern an der Hafenmole konfiszierte Schiffe. In die «Bl. Foca» oder die «Amiralin», zwei schäbige Fischerboote, pferchten Schleuser über 200 Flüchtlinge. Im unteren Deck zeugt ein Durcheinander oranger Schwimmwesten von der gefährlichen Überfahrt.

ATHENS, Greece — On April 4, hundreds of migrants who arrived on the Greek islands in the past 10 days will be sent back across the Aegean Sea to Turkey, to the shores they departed from in hopes of finding refuge in Europe.

Monday’s returns will be the first deportations made as part of a controversial deal between Turkey and the European Union to halt migration flows to the continent, much to the outrage of humanitarian groups and the despair of migrants fleeing war and extreme poverty.

Human rights groups have said the deal may be illegal if refugees are not given fair opportunities to seek asylum, or are returned to countries where they will not be safe. Aid groups, humanitarian organizations and government officials have questioned whether the deal is even possible to implement practically; they doubt Greece’s capacity to fairly process thousands of asylum claims, house and return migrants, and send them back across the Aegean Sea, considering the country’s own dire financial crisis.

The Greek Parliament on Friday night approved a bill that introduces the necessary legal and administrative changes for the government to be in a position to start implementing the recent agreement between the European Union and Turkey on the return and resettlement of refugees from next week.

The legislation was backed by PASOK and To Potami, as well as coalition partners SYRIZA and Independent Greeks when the “in principle” vote was held, giving the bill 169 “yes” votes against 107 “no” votes. New Democracy voted in favor of some of the draft law’s articles when MPs were asked to vote on each component of the bill.
