While the EU Council will discuss today the strategic orientations of the EU’s migration policy, we publish an article on the lack of follow up on the left-to-die boat case, the structural causes of the deaths of migrants at sea and the fundamental policy reorientation necessary to put an end to them. We also make available a synthetic video animation concerning the left-to-die boat.

Researchers participating in the reconstruction of the 2011 “Left-to-die boat” case in which 63 migrants lost their life under NATO’s eyes, summarize three years of inconclusive demands for disclosure and justice. As the European Council addresses the EU’s long-term migration policy, they say deaths of migrants at sea will continue short of ending the EU’s policy of closure towards non-European migrants.

Abstract
Am 27. Juli 1999 verstarb König Hassan II. von Marokko nach 38 Jahren Regentschaft. Drei Tage später erfolgte die Inthronisierung des 36-jährigen Kronprinzen als König Mohammed VI. In seiner ersten Thronrede am 30. Juli 1999 kündigte der neue König politische Reformen an. Der Ankündigung folgten verschiedene Maßnahmen, die nach Beginn der Protestbewegungen des sogenannten „Arabischen Frühlings“ Anfang 2011 ausgeweitet und beschleunigt wurden. Ein konkretes Ergebnis der Proteste, die in Marokko hauptsächlich von der Bewegung des 20. Februar getragen wurden, war die Überarbeitung der Verfassung, die im Juli 2011 per Referendum angenommen wurde. Diese Verfassungsmodifikation brachte weitere Verbesserungen in den Bereichen Menschenrechte und Justiz und eröffnete neue Möglichkeiten für eine allmähliche Stärkung des Parlaments.
